He doesn't change much, but he does change. He follows Guin a little too selflessly at times in the first half and Keith and him fight about it around about the half way mark, at which point Loran starts to distance himself from Guin because he realizes Keith was right. Loran is pretty firmly locked as a character from start to finish though, with the show more exploring his character and using him as a screw around which other characters change and grow. Sochie, Kihel and Dianna the ones who really experience growth.

As a main protagonist he works fine for Turn-A, because he fits the show's tone and theme in striving for peace above all, and being a decent person before he's a pilot for a cause. He's also about middle of the pack for main character pilots and at least better than every OVA pilot, Garrod, Kio and probably better than several others like Kira. He survived the first 10 episodes of his show with no weapons and several episodes near the end of his show with no mobile suit at all, making do in a core fighter.

Loran changes a lot throughout Turn-A. He learns to think independently, he becomes an assertive person who is more willing to give voice to what he feels, his values as a pacifist strengthen in importance to him and change in that he learns that sometimes violence can't be avoided. If you compare his development to Sochie or her sister's it of course doesn't stand up, but that is moreso because of how great of characters they are than any weakness of Loran's portrayal.

He wears a dress twice, but both times it's by order to help obfuscate the fact he's the Turn-A's pilot and only accounts for maybe half an episode in total. It's probably meant to highlight how much of a pushover he is, that he'll do something he expressly doesn't like for no real reason simply because Guin wants him to, and to contrast slightly against later in the show where he both acts against Guin and refuses to cross dress even to get the Turn-A back.

Having just skimmed the first 30 episodes (mostly 16 onwards since I couldn't recall when he gets the Turn-A's rifle, which is 22) Loran only shoots 7 times. Of which 5 are hits, giving him a hit ratio of 71%. And that includes 2 shots where he's forcing a SUMO to fire it's beam gun while aiming it's arm. Which is pretty damn impressive as a hit ratio. It's a really tiny amount of times to shoot though, even when he gets a beam rifle he barely uses it. I'm pretty sure he shoots a lot more often in the second half once they move out to space though, so his hit ratio probably drops a good bit once he starts shooting more. I could easily have missed some moments where he was shooting in the first 30 episodes too.

Funny you should mention SEED, because this scene really reminded me of that bit in SEED where the Freedom grabs the Justice's hand when the Archangel is taking off from Morganroete, as the filename implies. Really, I kind of get the feeling Fukuda and/or Murosawa were fans of Turn-A, at least in part, because Kira and Lacus remind me of Loran and Dianna and there's a few other bits and pieces throughout the shows that seem similar, like this scene.

Also, I kept a watch for Loran shooting again while I was skimming. As of episode 40 I've caught him shooting 26 times, of which 11 hit, which is a hit ratio of 42%, coming up on half of his hit ratio by episode 30 (72%) but still pretty high. Mostly I still find it kind of ridiculous his shot count is so low that it can reasonably be counted even by episode 40.
