The damage was actually pretty minimal, and the explanation simple: she prioritised preventing civilian danger and knowingly walked in to a trap despite orders. As soon as she was out in the clear she ended the battle in one hit. If she gets an investigation for anything it's for disobeying orders, and given she's on record saying it's to prevent casualties it's unlikely to stick. Especially when the testing is taking place illegally in the first place, and putting a mark on her record would require admitting to that illegal act.
