Because the E-123 unit he did make is a bit of a psycho and wants him dead, that would sore one's opinion on a model pretty quickly.
Granted its a bit of a self-fulfilling prophecy, the entire reason why he's so oil boiling mad at him is for abandoning him in a empty base from anywhere from a few months to possibly over a year.
Amusingly, his primary purpose,
containing Shadow if he escapes from the healing tube, because apparently Eggman believed E-123 can take him on with a firm chance of winning, which according to 06, he actually CAN accomplish, making Omega one of his best creations, but as far as he knows, he's just a destructive robot with a chip on its shoulder who bit the hand of its creator
