Saitama isn't a power fantasy, he's a punchline for a recurring joke. The OPM title, his costume are all framing. The telling is the serious shit that goes down and how normal characters try to deal with it and fail. The punchline is Saitama who finishes the fight without breaking a sweat. He's not there for you to self insert into, he's there to make you laugh.

Murata's version and by extension the anime seemed like they wanted to make it more dramatic but it's still the same.
