It's purpose was partially to house the La+ system, which was set to guide the pilot through a history tour of the UC setting in order to maximize the chances they would use Laplace's Box responsibly, partially to test out pscyoframe applied to an entire frame and partially to be a war machine. It being capable of magic may have been foreseen, but it wasn't something the unit was built to capitalize on or even test.
