Rustal Elion knows that the 7 stars is an Aristocracy but you can see that he places merit and skill higher on his ladder than bloodlines or family ties. He instilled in Julietta these traits to groom her to take his place, but for her to even be able to get a seat on the 7 star council, he has to abolish the aristocratic system and replace it with his democracy (meritocracy, more like). Rustal Elion is a very forward thinking pragmatic man and a master strategist, so it's highly within his means to come up with such a plan and follow through.

Of course, since he was the one to abolish it, why not make himself the new President while he's at it?

By having less of a presence on Mars and letting the People's Champion Kudelia run it, Rustal dissolves the friction of the underprivileged on Mars, thus making his job of policing the sector easier due to there being less major conflict and revolts because Mars technically got what they want, which is autonomy from Earth. It's a problem that fixes itself if only the pieces werent held by individuals with conflicting ideas wanting to pull everything apart. The underpriveledged of Mars is what caused the whole season 1 conflict in the first place and Rustal wouldnt want another Tekkadan to spring out due to mistreated Martians.

Tekkadan, Arianrhod, Gjallarhorn and McGillis all want the same thing, which is a better future for all, but they all have varying definitions and ideas of what that vision is. It is the clash of methodology and ideology that is the main focal point of season 2. And also if the characters themselves have a solid plan on how to do it.

IBO is all about breaking rules and laws and Rustal's just as bad as any of the pirates/mafia. Say what you will about IBO's ending but it's pretty fucking clever. All Rustal did was take away power from the other Seven Star families and centralize it, make a few laws about human debris, and then (implied to) take money from McMurdo to pull the Gjallarhorn Mars branch off of Mars so Mars get a little freedom.

Basically that entire battle between McGillis and Gaelio, where they vomited shonen ideology at each other, wasn't about them. It was about teaching Rustal that making wanton displays of power and overestimating yourself is fucking retarded so you should be shady and play nice with other shady scumbags regardless of your position. McGillis's mistake was trying to become a legend by showing off his sick legendary, chosen one Gundam when he should've been sticking to shady business and turning Carta and Gaelio into his Nobliss and Galan
