Innovado came in several types and on death there conciouses could either be stored by VEDA or transferd to a new innovado body. For the combat models gender didn't really matter however the observation ones were specifically made with genders and they also generally didn't know what they were because a spy that doesn't know they're a spy is really fucking useful. It was these innovado plus CB having access to key parts of the planets data networks linked to VEDA that let them have such a huge intel advantage.

Hell if i remember right these observer models even had kill switches set to off them after a certain point because innovado have longer lifespans than humans and they didn't want anyone to notice all these super youthful looking centenarians.
