For real, Torrington base was foremost a secret hardened nuclear weapon storage bunker but operating as an MS testing facility. GP02 was stolen during both units resupply and initial maintenance (GP01 was literally just having its vulcan ammo loaded) and Gato had successfully infiltrated the base and hanger until that point, the rest was escaping while the base was distracted with an ambush attack.

Protip: Nobody expects an ambush.
