He didn't say that Gjallarhorn needed to change, he was saying the climate of the world is determined by groups and not individuals. In other words Rustal is someone who goes with the flow of society. The entire thing about history being made by the organization and not legends like Agnika is about how one person isn't the equal of the collective, no matter how important they might seem at superficially.

Rustal may or may not be a good guy but he is someone who is good at seeing the changing tides and jumped on it to ease the transition for everyone, including Gjallarhorn and himself. When he's done he'll retire and enjoy a nice and comfy life because he's smart. Unlike McGillis and Tekkadan who were determined to change the world into what they wanted to see.
