Showa era are also as hokey as the Heisei series. Toku shows are inherently cheesy, many still manage to reach very serious plot points.

Heisei Rider has been getting more and more "kiddy" since W that at this point it and Sentai are almost indistinguishable in that respect. Not a complaint (I actually like it) just something I've noticed.

I've tried a few 'popular' shows you hear about often, Shinkenger, Gobusters, Gokaiger, and the furry one. I couldn't get passed the first five episodes of either of them. They just come off so infantile and cheesy. It's nothing like Heisei Rider in tone at all.

Sorta, but it's the difference that I find made it great.
Not being limited by tv producers, the manga was full-on action-horror. The tv show couldn't go full horror, so they had to go the trippy fever-dream route.
Plus, in the manga, he was Bruce Wayne with an army of scientist, the tv version had the guy spend half the episodes science-ing solutions in a lab like some old school sci-fi flick.
