Why is the Gundam series with the most functional political system

It isn't. It has the simplest one and by extension the easiest to understand, but giving the winner of a boxing match uncontested rule for X length of time is in no way functional. It'd break within 5 minutes if anyone tried to enact it because defeated states wouldn't stand for dictation by force of arms.

Well it sort of makes sense since I don't recall if it's established that they basically put all funding into a single Gundam or it was basically a treaty that came from agreeing to stop the endless space race wars. Realistically countries would make alliances to dominate the competition and if any could afford to they would be building a second Gundam fighter to either offset the competition or just invade.

But this system can make sense given if each nation only has the resources to make one Gundam and/or since every nation joined the Gundam commission they fear mutually assured destruction that any traitor to the Gundam fight regulations becomes public enemy number one and is annihilated by every other nation.
