I don't think most writers ever do anything useful with suit-only Riders.

Movie Wars Ultimatum and Sengoku Battle gave no lines to the suit-only Riders. Kamen Rider 4, Kamen Rider Genm and Kamen Rider Brave didn't even let the suit-only Riders speak either in spite of them appearing in many scenes and there only being a couple of them. At least Yonemura doesn't do something awkward like that.

Sho Aikawa in the Wizard finale and Kazuki Nakashima in Megamax did give more lines and presence to the suit-only Riders than Yonemura generally does though, but neither of those have returned to Rider recently.

Summary of GoRider 1

It's basically Lost or Maze Runner if some of you are too young for that show. Emu arrives first and is welcomed who he thinks is Poppi. Another Agito arrives next and attacks Emu because he believes Emu brought him here. Kenzaki is next and saves Emu. Emu decides they're better cooled off to discuss why they're here and Another Agito takes notice of why Emu knew where the cream was. Kaito and Yoko arrives which leads to Emu making everyone introduce themselves. Later on separate groups try to leave but notice they continue to arrive back at the church. Shocker arrives and Emu is saved by Kiriya. All of the Riders are taken back when they hear Emu state Kiriya is dead. Another Agito again attacks Emu for good reasons now: Emu is too familiar of the place they are trapped in and he is the only reflection that appears in the mirror. Everyone believes Emu is the one who brought them here and wants to know why exactly he needs five.

Speculation from 2ch:
Based on how Another Agito claims Shocker as SPACE Shocker, everyone is still trapped in the Space Fortress from Xevious. Emu and Poppi are simulations from said Fortress and is the reason why Poppi acts more robotic. Everything we're being shown has already happened once before which is when Emu keeps flashforwarding to events that haven't happened yet. Emu is indeed the main villain: Someone is disguised as him. The real one is trapped somewhere and his memories are being used to create the simulation. The entire goal of the neverending maze is to make Emu create GoRiders again (Since the miniseries takes place after CSHT) so Shocker can use that data for future attacks.

Shocker was around in one form or another for the Showa period because Great Leader was more of a concept than a character. They didn't really show up again until Dai-Shocker, which I'd argue make sense.

For All Riders: Let's Go, the premise was a world where Shocker never left power, they belong there.

Space Shocker was dumb to use the name, they really weren't Shocker.

Shocker in GP made sense. It played with the time travel tech from Drive and introduced a 3rd & 4th Rider to the original set, while the plot involved Riders 1 & 2.

Ghost needed Shocker because Rider 1. I think Nova Shocker was a good way to update the organization and provide a split.

GoRider again makes sense because Rider 1.
