I like how nobody here mentioned the real answer: only 4chan pass users got to vote for banners.

Some other boards (e.g. /toy/) complained about their banners exactly because of this thing. Generally speaking, banners were not decided by actual users from their boards, but random dudes from wherever around 4chan who happened to have passes and voted on board decisions whilst not being familiar with those boards. /toy/'s banner has nothing to do with literally anything actually popular or memetic on /toy/ similarly, it wouldn't be surprising if /m/'s banner was chosen because less who voted for the banner actually knew what it was or what it meant- just that it looked cool.
