Funny enough, Gundam was originally meant to function power armor as heavily/heavier than it would the actual mobile suits themselves, but execs thought that they'd be competing too much for screen time and so the focus was placed squarly on the giant robots.
If you think about it, the pilots should be wearing power armors inside of their mobile suits.

SEED actually has exo-suits. They're just heavily outclassed by MS and MA and only used in very specific circumstances.
