The early parts of the season are pretty awkward on account of having to work with extra-goofy Carranger footage. It's also the point where the ongoing narrative starts to be a burden on the series--the old cast starts to feel like artifacts, and the switch to new villains and powers seems especially unnatural. A lot of people don't like Justin.

The cast change helps, but at that point the damage is done. I get the feeling that morale on set was pretty low, too, since the season was under-performing and that led to Space being slated as the last season (until it ended up being popular enough to revive the franchise)

It's pretty well-established that the crew and production staff picked on him. The cast generally wasn't in on it, at least, although it seems like things might have been kind of tense between him and Jason David Frank at the time (they seem to have more or less made peace nowadays--they don't seem to have trouble doing con panels together)

One of the things I noticed during this marathon was how goddamn tired Billy looks during all of Zeo. Knowing what was going on behind set, it's easy to see why he left the show then. Apparently afterwards he had a near-suicidal breakdown, but he's managed to somewhat pull his life back together in the time since.
