I think it's mentioned in the preview of the novel I saw that the whole point of the thing is to allow Level 0s to fight higher levels equally. So I don't think they're allowed to use their powers.

In an attempt to revive the thread, I'll post this site I just found that has a number of Saturn PC ports that have been updated and bugfixed to work on modern PCs. Included in this list is the original Virtual-On, so have at it if you've never had a chance to play it. You have no excuse since toasters from 2004 can run that shit easy.

I was initially shocked at this crossover. Nevermind the fact that there's a new VO game coming.

Just hope the controls and action speed are good.

Don't think anybody played VO for its story, so I guess I'm okay with this crossover to give it some purpose.

This isn't VOOT, it's VOOM, the original. Much less mechanically refined, but still tons of fun.

I've honestly no idea if the netplay will work still.

There is a little but dedicated community of people from around the world that still play online matches here and there so don't feel discouraged to try. The monthly XBLA fee and the amazing skill level of some veteran players might be a barrier for some people but oh well, I tried.
