They were competent enough that, after the situation went public, the Police were able to handle unevolved Roidmudes independantly with the technological countermeasures that had been developed by that point.
But shit started escalating far too fast for them to be of much help after the all-powerful iDad stepped the picture, since the Roidmudes weren't the primary problem anymore. By the time the first MP suit was finished, there were only a handful of numbers left since Banno was junking them left and right as mindless fodder

The Great Eye in Kamen Rider Ghost gets destroyed along with Adel before the final stretch of the show. It was really nothing more than a nuisance being disobedient in order to stretch the plot at that point. It refused Eyecons and refused to die. Sure it could still have a touching moment with Takeru, learning the greatness of humanity and all that, but being constantly whacked with Ghost's Omega Drives left it too damaged to repair Takeru.

With nothing supporting the stasis pods in the Ganma world, Argos appears and decides it's high time everybody in both dimensions just becomes an actual ghost like him. The plot of the summer movie essentially runs it course throughout the final stretch, expanding on things so potentially good scenes don't last for only a couple of seconds like they were when confined to one movie.
