You can look at either one of two ways.

1. You can only betray someone you're actually loyal to, and Char never was loyal to the Zabis so yeah.

2. Char, even in Zeta, is a complete asshole and hypocrite, especially considering his actions in CCA go entirely against his speech on the stage at the end of Zeta.

Not hard. He's thinking about Lalah during that last frame from Char's Counterattack, not Amuro or his own decisions/destiny. He talks about Amuro shortly before hand, but is clearly thinking about Lalah at the time he holds the tumbler up.
