Gendo was terrible at scheming. He got by basically lucking out that his son had barely enough emotional wherewithal to do things and all his employees all being doormat-y enough to just accept whatever cockamamie shit he was going to pull.

That's probably one of my biggest issues with Evangelion. Everything that happens feels kind of haphazard. I understand that they were trying to tap into that spooky air of conspiracy and secrecy that was inspired by X-Files but X-Files main plot was shitty, too.

It depends if they are on even footing or if they have their canon fleets. The reason Reinhard was so enamored with aggressive assaults was because he had the numbers vastly on his side for the majority of the series. In the side stories, original movie, and the Battle of Astate we see how Reinhard functions at a disadvantage in numbers. While still preferring to take offense he commands in a more reserved fashion until he sees an opportunity then goes in an all out aggressive fashion. It's similar to how he climbed up the aristocracy of the galactic empire and any chance he saw to increase his clout he jumped at it, that's just how personality since he's an opportunist.

Basically they neve really went extinct, they just desapeared into another dimension before the Daleks were about to stike them and the Doctor's regenation into nine made him forget about that and thought he killed both races (Beacaus that's what he was going to do before Ten and Eleven help himself to find a better way).
