There are some similarities between Zeta and Victory. Both are depressing, both have interesting characters and good character-driven drama, both set a precedent with their visuals, etc.

But Victory definitely isn't a poor man's Zeta. Unlike Zeta, it has somewhat likeable characters, and the direction is amazing which shows how much Tomino's style had improved before it reached its final shape in Turn A Gundam. The music, along with the unusual, "childish" artstyle create an impressive contrast with the grim nature of the plot. Meanwhile, Zeta was pretty classic and straightforward in that aspect, using music and visuals that perfectly fit whatever it was trying to depict.

Also, Victory never reaches Zeta levels of awesome. It stays pretty monotonous from beginning to end, which isn't a bad thing in itself but definitely makes it not very memorable despite all its qualities. I consider Victory a gateway to Turn A.

It's got some real pacing problems. It's more or less a recurring theme in tomino shows I find.
Like the man just sucks dick at filling all 50 episodes with exciting and engaging material. The one time he compiled a plot that's long enough for 50 eps and it ended up being g-reco.
But that's really as far as the similarities between zeta and v go. The rest are more tropes than anything else.
