It depends on the character's speaking style or tone, the context. I don't believe any character in any Gundam work ever says フェッディー, but it's possible to say 連邦 and be disrespectful. In such a situation, saying "the Earth Federation" would be accurate, but would miss the point.

I'd say it was a decent effort at localization. You have to be flexible with this sort of thing.
