The current format is half of the show with actors doing their shit, and half of the show with action and stuff.
You give more time to directors to waste screen time with their bs, you have less time to show the viewers what's on the base plot plate.
Editor will try to meet the requests from directors by cutting off scenes which may be meaningful to the entire show to keep things under 25 mins per episode, while keeping unnecessary film style, characters bad acting, and long boring effect spams.
Bandai can pull strings in adding or subtracting original plot point items based on the needs from the market, resulting a change of the script, the staff, or even the entire base plot.
The show will ended up so broken that you can't really tell what's exactly they are trying to tell you first, and what they are trying to deliver at the end.

What context do you need? Since the 70s, the male leads in Kamen Rider were designed to appeal to the mothers who would stay home to take care of the kids. The closest we got to a demographic change in that sense was with Odagiri(Godai/Kuuga) in 2000, which went from the more masculine aniki type to the more aloof onii-chan type, and even that was enough for mothers to hook on.

It's also possibly responsible for the modern fujoshi scene, depending on who you ask.

It's not a bad thing, women are the majority market in media consumption due to Japan's traditional outlook on family roles (men work long hours, married women are expected quit their jobs and stay at home all day so of course they're watching more tv, going to the movies, buying shit to try to silence their screaming children), so KR aiming towards an older female audience with tons of disposable income makes sense, really. They're not usually hardcore fans (though there are a LOT of those, especially younger women, any stage show picture you've seen was probably taken by the equivalent of a kpop fangirl except for tokusatsu, which is apparently enough of a thing that there's a manga about it, and you'll note premium bandai's cosplay sections) but they're definitely not insignificant either.

The bubble burst, but JAC's not gone, they just changed names. They're now JAE, and are responsible for about 75% of the stunts in modern day toku. The only one that isn't is Garo, which has their own stunt company.
