Not really. They're a clear statement of distrust and distaste on the part of one faction to another, but they don't always precipitate a war, are not actually an attack and are not equivalent to a declaration of war. The Earth Federation was certainly partly to blame for the events leading up to the One Year War, but Zeon was hardly blameless. And they were the ones who made the first move martially.
