Active Raid is a good place to start. Technically power armour, but it's the purest fun I can think of in recent years.
Gun X Sword is pretty serious half of the time, maybe less since I can't remember the exact ratio of silly episodes to serious ones, but when it's not serious it's goofing off pretty hard.

It did have mecha in it though.
J-Decker (which is a bit like Patlabor), Goldran and the Wataru series, although they have serious moments.
On the unsubbed side of things, there is Gallatt, Trider G7, Daiohja and most Time Bokan in general, but 24 is getting subs.
