This is CLEARLY not a case of less is more no matter how you try to spin it.

What it is, is a very successful attempt to harmonize heterogenous/anachronistic elements into a cohesive design.

This is done mainly through the use of a very limited color palette, but it also draws from previous character designs (Toxine, Pcell 2) and enhances them without losing their core appeal.

The basic concept is the "combat ballerina", obviously, but this is visible through the overall silhouette more than through the accessories.

This is already a better execution than most recent designers would go for. Nowadays you'd typically see a generic twintails loli with a tiny body and giant legs, and her "combat ballerina" theme would be conveyed through shitloads of frills, dance slippers with blades and tacky gothic lolita accessories.

this is not the case with Toobie. We get the idea that she's a dancer because her legs aren't hidden by her dress. We get the idea that she's athletic because she wears a gymnastic leotard under her dress, and also because she has decently wide shoulders. And her blindfold is typical of the blind swordsman archetype. BUT, and here's the genius of it: her leotard is made of silk, so is her blindfold, and her shoulders are enhanced by the type of puffy sleeves you'd find on an old-timey dress, so that even her more "action girl" features are woven seamlessly into her classy and refined aesthetic.

The boots and stockings combined with the leotard would normally be too sexy for that, but since they have the same texture as her dress, and since most of her body is hidden, it doesn't come off as trashy.

Same for the boob window, its understated enough to the point where it looks more like a purely visual touch of pink on her chest (to balance out the back window, which is also sexy but in a classier way) than like a "paizurihole".

Overall the intent behind her design is obvious: appeal to gothic lolita cosplayers without making it tacky (therefore, avoid frills or replace them with something different) and without making her look silly and weak (so, no bullshit hairstyle, a strong silhouette, athletic elements)
-make her a sexy action girl without making her look slutty (don't directly expose her high-cut leotard, make her sexy articles of clothing blend in with the classier ones)

and the puffy sleeves, again, are an excellent way to create a princess-like look while also giving her stronger shoulders, and a more subtle way to carry across the idea that she's a lady, than just giving her bows and embroidery everywhere.

Of course the overall design is reminiscent of the typical french maid outfit (headband, short skirt, stockings) but this is done entirely without using any of the stereotypical articles of clothing like an apron.

Let's also add that, by not giving her suspenders, her stockings appear less like pieces of lingerie, and more like a normal part of her outfit. Similarly, her leotard being the same type of cloth as her gloves, it doesn't look out of place.

As for her gloves, they look classy as well, but since her fingers are black there's still a vague "street boxer hand wrapping" look to them, which is also very clever.

Overall it's an incredibly efficient design. Not the first of its kind, but certainly one of the most ambitious and elegant examples as it manages to make her look badass, cute, sexy, classy and interesting WITHOUT relying on accessories and tacked-on details.

Character designers should learn from this.

I was reading one of Gene Wolfe's essays a while ago, and he mentioned that he intentionally described characters in The Book of the New Sun so that people would dress up as them at conventions (I believe that's why Severian's clothes are described so specifically and so often). For combat, human women are inferior physically just because of how their bodies are built. That doesn't matter with androids. You can design and build them to be as strong as you want. And making the robot a smoking hot babe adds a psychological factor to the mix.

1) What psychological factor? They're fighting machines that are far, far less sophisticated than humans, from what we've seen. This doesn't seem to be a GitS scenario. (Perhaps she was built to fight more than the enemies we've seen, but I find that hard to believe.)

2) Body shape still would affect combat abilities. Small shoulders/waist means less room for the components that give you strength, and don't increase aerodynamic qualities. I can't think of any functional reason for 2B to have breasts, for example. If extra space for components is needed, you might as well reinforce her feminine waist (or her neck) while you're at it. (For that matter, why bother giving her such a complicated jaw? Just slap a speaker in her stomach and be done with it.)

I'm not saying her design is unrealistic because they could have made her stronger, I'm saying her design is unrealistic because they put significant effort into features that negatively affect performance. These androids obviously aren't unkillable gods of death that are winning the war without breaking a sweat. From the demo, a very real possibility is for their spindly bits to get broken off. Yet she's constructed based on a human model emphasizing spindlyness.

No, I'm not. The decision "human-sized or gorilla-sized?" invokes tradeoffs that have to be considered, such as weight, construction cost, and manoeuvrability of the result. There might be some plot-related reason as to why this is the case (maybe the technology of making androids is lost and these are the only models that can be produced, etc. etc.), but I wouldn't bet heavily on one showing up.

She's a bookcase in a kitchen that's used to store dry goods and pots, but you accept it because the designer of both the kitchen and bookcase styled them alike. And its quirkiness is something you enjoy.

It actually does matter with androids. The female skeleton construction is mechanically inferior because it lends to poorer use of the limbs. The masculine skeleton, in general, has better leverage and capacity for loading.

Even if you were to use the same technologies to construct both types of androids a male one would be physically superior to the female one because the design is simply worse.

Of course, if you were to actually design an android I doubt it would end up with a humanoid form. Computer designed mechanisms and structures end up looking terribly strange and only vaguely resemble organic shapes.

Yeah, see, knowing Yoko, that's not completely true. There's a goddamn reason the "combat android" is designed after an attractive human female, and not just to provide a contrast between the player characters and the enemies.

That said, I dig the design. It's classy without being overbearing, functional without being too overblown, and sexy without being bald-faced fanservice. I think the thing I appreciate most is her dress, which, because it's slitted in the front, means she's not showing off for the player camera all the time, and makes the garment trail and flow behind her in the manner of a badass coat.

Uncompressed versions of the audio likely don't exist outside of select OST pieces. And revamping all of the graphics over would take so much worse it would be a waste on a mere remake. When you're spending that many resources you might as well make a new thing.
MM 9 and 10 were only possible because of how relatively simple to make the 8-bit assets were. It would be crazy to expect a high-res remake of Zero when the much more popular X1 only got the crappy Maverick Hunter remake.

Altho by the same coin, ZX3 is just as unlikely. After all these years, if Capcom ever goes back to 2D Megamans we're much more likely to get either a completely new series or a continuiation of Classic or X. Brand relevancy for Zero and ZX is sadly just not there anymore.

But you can at least look forward to both of those Zero-inspired fangames featuring Ciel.
