The problem with Borot is that it isn't made of Super Alloy Z. That's literally it.

Borot is stated in-show as being strong- extremely strong. Even though it is made of junk, the fact that the guy couldn't take a hit is IMO its biggest weakness, because otherwise Borot could be a serious threat, at least to Mechanical Beasts.
Despite this, however, the Photon Light Institute science teams decided it would be better to reserve what Super Alloy Z they had to repair Mazinger and Aphrodite A/Diana A. Borot could be easily repaired, being made of scrap, but the fact that the science team never even bothered taking any of Dr. Hell's Super Steel to improve Borot IMO was a serious loss for ol' Borot and the rest of the vast
