How is it possible that mechanics don't know how to pilot Mobile Suits? They work on those things, they know every little detail about about them and yet don't know how to pilot.
Would you trust your car to a mechanic who don't even know how to drive? I wouldn't.

Think of professional racing. In some versions of motorsports there are pit crews which are dedicated to vehicle repairs. Do they know how to drive? Yes. Are they good enough drivers to compete? Not necessarily. That's about it.

having knowledge is not the same as applying it.
I'm sure they could operate it, the question is if they can operate it well
An ace pilot and a mobile suit mechanic both understand how the thing works but they also both have different skillsets relating to it, the pilot is better at aiming and evading enemy fire and thinking strategically but probably isn't as good as efficiently reloading ammo and reattaching parts and welding shit than the mechanic is
Both could probably do the other's job but probably not anywhere near as well
Doing mechanic work on semi trucks is a different skillset than driving them cross country with deadlines
A mechanic would probably be better at hopping into and operating a MS (with zero experience doing so) than a random guy off the street.
They'll no doubt have the knowledge to actually pilot one, but actual combat experience is something else entirely.
