You're too optimistic. A 0079 remake is long overdue and yet they haven't done it already.

The remake isn't coming out until it's actually UC 0079.

They'll remake it like a new translation with new animated scenes stuck in with only the "high" quality scenes remaining

The Loum arc takes place prior to the events shown in 0079, though. 0079 shows the last few months of the war, whereas the Loum arc happens near the beginning.
