No, Kurata never worked on stunts. He was chosen from a contest for new talents at the time, rather than coming from the Japan Action Enterprise.

Rider in general avoided using actors for stunts due to an accident with the original Kamen Rider's actor during the first Kamen Rider series.

Actors doing their stunts aren't allowed because of the KR 1 thing (if they get injured, the show is suddenly without it's star, where as faceless stunt guys can be replaced).

Occasionally it will be allowed but only if it's an ensemble show and they can cover for injures (Kenji Ohba was allowed to be his own suit actor for his two Sentai roles, but not for Gavan was he was the only hero)

However they do sometimes have the actors wear the suits for close ups and non action type scenes where there's no risk of injury, so that's probably where the photo came from.
