Because most conflicts in Gundam happen on land or in space and amphibious MS are only useful on land if they don't encounter a terrestrial MS.

IIRC it was capable of cutting through steel more or less like a laser. The mech itself was designed as an anti-Metal Gear weapon. So a human could dodge it but anything large caught in it's path was fugged

I was a Gundam AU or any series really where it's on a planet that's covered in so much water (swamps, wetland, rivers, oceans, etc.) that everything is weird looking aquatic stuff.
And yes, I have seen Mars Daybreak.
