Nagai purposely made Mazinger silly to blow some steam off, but this approach was a mistake. He should have done what he did to Devilman to Mazinger as well. If Nagai repeated the same Devilman mindset to Mazinger, there wouldn't need for Gundam or even Evangelion to exist. Gundam came as a response to the childish aspect of giant robots, and Eva came to be more relatable to the public. Devilman did both to counter the superhero narrative, albeit not perfectly, but the ideas were there.
When you think about it, all Mazinger is supposed to be is the Godzilla / Mao Dante of mecha. Even the name reflects that. The name "Majin" literally means Demon God. This is why later Mazinger series like ZERO and even the Shin anime actually reflect what Mazinger really is all about.

It wouldn't of mattered if the Mazinger Z manga (the property Go Nagai actually had control over) was series or had a bad ending or whatever, because it was the cartoon of Mazinger Z that was actually the most influential, and that would have been goofy regardless of Nagai's intentions.
Hell, the Devilman cartoon was also goofy as fuck, regardless of how dark the manga got.
One thing you need to remember was that the original audience that came to appreciate Gundam 79 was only able to accept giant robots as a serious weapon of war because they grew up with more lighthearted giant robot shows such as the original Mazinger Z (and it's followers). Without those children's shows priming them to accept giant robots, they wouldn't have been able to take Gundam seriously as a war story.
More to the point, it's not like Gundam was the first serious story with a giant robot, as opposed to all previous stories which were frivolous. Super Robots as a genre became continuously more serious as more and more shows expanded on the initial premise: Combattler V took itself more seriously and had higher stakes than shows that came before it, as did Voltes V and Zambot 3.
Gundam didn't exist in a vacuum (pun not intended). It didn't fill in gaps left by an "incomplete" Mazinger. It exists within a lineage of shows that each built upon the previous.
Why do you want Devilman with a Giant Robot when you already have Devilman? There's nothing wrong with a goofy mecha series, pic related, and if you think otherwise you need to get some taste.
