Metal Hero tends to have some based groups, like Satan Goth's cult and Neo-Guild (it's not every day you get foot soldiers that are an actual challenge to blow up).

The 4 generals from Juspion: a merc, a robot, a witch and a shapeshifter spy. Aesthetically speaking (color themes, clothes, weapons, fighting style), it's a great evil group.

Wrasslers party hard like few others. Partying hard was clearly an important part of Neros Empire's agenda.
Also while infiltrating pro wrestling doesn't come up for _every_ villain group, it comes up often enough that it makes sense that they kept a couple of guys around just in case they needed to.
