He obtained it as a kid. Apparently the body we see in Z is in fact his original body. As a kid he did temporarily change bodies with the rich kid in class, but he changed back when he believed you should fight using strength instead of money.

yeah that's something important to keep in mind about pretty much everyone who is part of the Planet Trade Organization(except Saiyans), they're pretty much all mutants who only have ki abilities(including flight) due to being that way, Namekians, and Saiyans are relatively unique regarding Ki capacity being common(and Namekians and Humans are pretty much the only races who really grasped the concept of training to improve one's ki abilities)

To build up on this, Recoome's the center torso including the arms and legs up to the elbows and knees, white and center bulk. Burter is the legs, Jeice is the arms, Ginyu is the head. Guldo is either the crotchpiece or the backpack.
