I think most of the White Base Crew had potential, but never fully developed into actual newtypes. Bright, Kai, Hayato and Frau all had a sliver of potential to become newtypes, but eventually that potential whittled away over time. Katz and the other two children on the White Base had potential, only Katz began to tap into his while the other two never had any potential come out into the open. Amuro, Mirai and Sayla were the only people on the ship to fully tap into their Newtype abilities and managed to evolve them or generally stagnate them unlike the others.
