It looks like they have pouty Negro Lips. I think they took molds of the actual actor's faces for them.
If you look at Super Sentai helmets, the lips are actually way smaller than real lips. They likely tried real human casts first, then realized it looks silly, then did the smaller stylized lips instead. The Americans have not learned this lesson yet.
