I don't think it's a thing, the shoulder holes are throwing me for a loop. The Zaku suggests OYW war era, but the back fins suggest something later.

The legs are certainly Zaku-like, maybe it's a custom.

I want to say it's one of those early prototypes like MS-03 or MS-04, but the backpack fins are definitely an anachronism. Few to no OYW era suits had that stuff.

It could just be a mobile worker of some sort. It doesn't look like it has skirt armor so that trims down the possibilities.

It's the ZI-XA3 from some side material before they started hawking the Origin prototypes. This one comes before the MS-04 Early Zaku.

Is it though? I've just poured over other pictures of that model and the arrangement of armor/holes seems to be different, not only that but the model in OPs picture seems to have many features that model lacks.
