Shouldn't be. For one, the Zeon mountain base in 08th MS Team was mainly housed inside of a mountain and had underground tunnels all over the place. We don't see anything like that, and the Albion flies into a warship dock that is out in the open that the Zeon base didn't have.

A lot can change in 3 years. Given that the Zeon forces detonated several bombs inside of it plus the Apsalus fell inside, it's safe to say large portions of the base were probably fucked.

The Federation probably just slapped a more traditional base on the side of it and used whatever they could.

Yeah, the other anon has a point. Keith has the tendency to end up in long-range artillery suits regardless of if if we're talking manga or anime. It's character consistent, though I imagine he'd have a minor freakout over the first time he pulled the trigger in the GP02.
