Basically, during those moments he's only focusing on the good that can come out of his actions, but ignoring all the bad that could also happen. He's not seeing the bigger picture.

Also notice it's his left eye. In ancient times, the left side was associated with evil. In fact, in Latin the word for left-handed is sinister. The right side meant proper or correct. Orga is not seeing things properly whenever he does this, instead seeing things through his sinister eye.
