It was marketed as Decade's ending (even though they ended up changing that when they realized how successful it was going to be) and it also was the big return of the Showa Riders. Also, although none of their actors were in the movie, they heavily used Hongo's, Ichimonji's and a couple of others in the movie promotion (IIRC, V3 and ZX). In fact, due to their involvement in the marketing most people at the time were surprised to see they weren't actually in the movie. When the movie came everyone was expecting them to appear or at least voice the suits.

I think, although the movie did very well, Toei likely lost a lot of good will with it and that misleading marketing campaign.
