Their Finishers are called S-crafts and they have a meter filled the longer they fight that justifies why they can't just use their finishers the moment they transform.

Finally got around to finishing Gaim after putting it off for a while. Too evenly paced for it's own good and the climax was a bit lacking, but other than that I thought it was great. Miccy was a wonderful fuck up, and Kaito's bravado never really got old. Kouta took way too fucking long to find his resolve, but his sincerity and struggle with responsibility were good traits in a main rider, as well as offsets to the others. The supporting cast was a likable bunch too, both heroes and villains. Despite having no filler that I can remember, they probably could have condensed some plot arcs a little and expanded on others, but I think the overall execution of the show's premise was well done. The constant fighting and looming threat of Helheim, Inves, or Overlords helped create enough tension that it never stopped feeling like they were on the verge of apocalypse, which in turn gave more weight to everyone's actions. It actually managed to feel like the fate of mankind was on the line, as opposed to an isolate squabble with no bearing on the rest of the world. The suits are great of course, and I was particularly fond of the OST. Overall, it was pretty enjoyable ride.

Phillip was the greater issue here than the actual fight, especially with the Gaia Library somehow not having sufficient data on a dance technique. If the parts involving Phillip were re-written, then it could have been an alright arc on the importance of being in sync with your partner being the key to victory.

Basically if you try and go full '71 where you just pop out of nowhere, transform, attack, and bail: THe government's going to be instantly suspicious of you. And it'll be maybe a week until some video leaks of you transforming and you get visits from the MIB trying to figure you out.

If you transform in private, rush to the scene, handle it, then bail without interaction, there'll be suspicion but at least you'll be a lot harder to track.

If you go fully public with it, you CAN set up a positive PR spin that stops the government from doing anything with you openly. You can bet your ass they'd set up some sort of Damacles' sword though, and no matter what there'll be some sort of politics like "Russia claims to have their own Kamen Rider." or whatever.

The problem with questions like this is that it always circles back to the fact that vigilantism is illegal in most countries.

If the government can't control you, they'll try to take you down because an untrained civilian with no direction but their own moral compass has no business possessing something that powerful without restriction. It'd be like some earlier Rider shows. The Rider would be seen as just as dangerous as the monsters he fights, or may be associated with them directly since they'd appear at roughly the same time.
