By Gundam standards the Salamis is ancient history. While it's true that real equipment usually stays in service for decades, in Gundam things tend to go ridiculously fast in that sense.

Rapid tech advancement only really applies to Mobile Suits. Less so for warships. Even then the Salamis by Victory have been upgraded with Minovsky craft systems and possibly beam shields as well.

There WERE Federation forces engaging the Motorad fleet offscreen (with even a battleship getting sunk to a large reactor explosion). It's just their bad luck that the Motorad fleet is broken.

That and the Federation built a metric fuck ton of them during their rapid military expansion in the 0070s and during and after the One Year War. And they were able to easily shift things around like removing the frontal mega particle canon to house a mobile suit hanger.

I do remember when Uso and company first go into space, the Zanscare Empire was engaging the Federation's space forces and kicked their teeth in which is why the fleet was getting such a home coming celebration.

The real reason why the Federation doesn't just steps up to deal with groups like the Crossbone Vanguard and the Zansacare Empire like they tried to do with Zeon is quite simply because they are a shell of what they were. Both in that they were externally worn down due to countless wars and conflicts and internally eaten away due to the corruption and incompetence.

Fighting a war.
Most of it was offscreen but the Feds did help usso and his crew from time to time. At the end we can see the EFSF fleet en route to the Angel Halo to help LM finish off the remaining Zanscare Fleet.

Federation during Victroy can be summed up as a fragile old man who have to rely on his life support to breath holding a shotgun trying to fought off some thieves who break into his house.
