Go the Shusuke Kaneko route? Produce the Shin Godzilla Trilogy. Given how successful Shin Godzilla has proven, Toho should be willing to allow Anno more freedom. Definitely lengthen the production schedule, as it sounds like the filmmakers barely got Shin Godzilla completed on time. According to the rumors, that's why some of the visual effects don't look so stunning. And at one point Higuchi did admit they were behind on things, so I'm inclined to believe the rumors in this case. But Evangelion fans are getting restless. They want the conclusion to Rebuild. Remember, You Can (Not) Redo came out four years ago.

But for potential followups to Shin Godzilla, Toho could also raise the budget. Maybe even invest in (talented and maybe somewhat notable) actors of various ethnicities to increase international appeal (ex:Raymond Burr/Nick Adams). Imagine if Japanese Godzilla films started pulling in $100+ million profits. And if Anno doesn't return, at least find a suitable replacement. Someone who can do the series justice.
