Something that occurred to me thanks to the entire background story about Gills being an incomplete/transitional form leading to Agito: would they ever approve having a Kamen Rider show where the titular character is the main character's final form, and most of the series is spent building up to the character evolving into that figure? Part of the plot could be him not being deserving of the 'Rider' mantle at the beginning and his final form is him finally being called a Kamen Rider for the first time in the show
