Well, that's the whole point, right? They took one of those poor junior officer saps running around Haman in Zeta/ZZ, gave him an assload of cybernewtype and cosmetic surgery, and turned him into Char without the ego, family grudge, and idiosyncrasies. Someone in the Neo-Zeon leadership realized they needed a Char, but didn't need his self-destructive grudges against their actual political agendas.

It's pretty clear Full Frontal wasn't Char aside from the cosmetic appearance. While Char was hopeful in a way that by pushing humanity into space, they can learn to grow and expand far beyond the reaches of the cradle they call Earth. Full Frontal was just more focused on the Sides and just spacenoids getting more power in the sphere of humanity. He never had much of a interest shown in humanity's growth.

He *is* Char. He's filled with Char's memories. He knows Char better than anyone could. They infused him with Char's spirit, for want of a better word, so the legend could come back to life. They were praying that Char would have a plan.

As it turns out, Char didn't. He was batshit and in the throes of a middle-aged crisis. He was filled with ennui and nihilism. Full Frontal knows this, but he's stuck with playing the role of Char, the Hero of Zeon, even though he remembers every treachery and every moment of failure.

He's basically going:
