Who is the best /m/ character designer and why is it Yuki Nobuteru?

He's definitely quintessential 90s style, along with CLAMP, Kimura, and Sadamoto. I like him but it's not really aged well.
Also didn't like his FSS chara designs either, they look too generic compared to Nagano's original drawings.

He's a good designer though, with lots of technical skill.
I personally like most of the classic designers, Matsumoto, Yas and so on, if there was someone who I'd like to see more /m/ stuff of is Tomomi Kobayashi, she has a very unique design style when it comes to /m/ stuff or just design in general, a mix of classic 70-80's sci-fi aesthetic and some fantasy details shoved in.
I don't know how many people would like her art though, it's pretty old school Shoujo in general.

Disagree, his way of drawing characters is both more detailed and refined than Nagano, and you can see all his personal favorite design quirks showing up in all his works like the aforementioned noses and eyes.

More detailed, sure, but refined? Not even close. Nagano's character designs (particularly proportions and facial features) have always been intended to look more flat, simple, and with strong emphasis on silhouette as opposed to your usual anime style. The movie redesigns keep these same features but attempt to make the design more "3-dimensional", with detailed faces and limbs, all the while keeping the proportions and general facial features, which pushes it into the uncanny valley territory, like converting an anime character into a CGI one. Whatever Nobuteru's intentions were, his redesigns for FSS were poor imitations.

Maybe more detailed in terms of shadowing, and his lineart for humans is a bit cleaner than Nagano, but more refined?
I don't think so, they're pretty much 1:1 designs, and they have nothing to do with Nobu's own style, which is a mark of craftsmanship in its own right, but still, it's not his own work and concepts.

I personally like her chromatic choices and costume designs, a shame she doesn't draw more mecha art, I think she's pretty talented for classic fantasy mecha.

Nobu is still one of the most famous names together with Hirai though, there's people who've been almost completely forgotten, see Akihiro Yamada.

Anyways regarding Yuki, I think he's a very talented designer and artist who's able to adapt character designs really well while having equally as good originals (if at least non-/m/ examples like Seiken Densetsu 3 and Chrono Cross are of any indication along with /m/ examples like Heat Guy J and the aforementioned Escaflowne). He's one of the few Nip artists I know that utilize the whole "moe" thing at a level I find pretty tolerable; a pretty big achievement I'd say.
