"God of Flasco" is a name he made up but refers to the theoretical being Gilliam talks about that uses the multiverse as a test flask ("flasco" in Japanese).

There is no such character in the series. Gilliam has two lines in the ENTIRE SERIES about this, and it's actually the same line repeated (he says it once in Hero Senki, then again in OG2).
