This is an stylized drawn cartoon. That's just bad art. And lazy paneling on top of that. His sense of action and dynamism is laughable. Lazy can't draw a line of action for his own good (he barely can draw a human body), so he use this kind of shortcut and thousands of close-ups and talking heads to hide his lack of skill.

Yes, they do. There's a clear end, even if cut short or abrupt, there's a conclusion for the story being told in which all the essential elements of the plot are answered.

Lazy just stop his plot when he feels like or when someone decide to adapt his stuff into anime. He presents an ongoing plot and just drop it in the middle of nowhere. And it's not just one single title, it's all of them. Galaxy Express have sort of a ending because the movie version gave him the proper conclusion. Even so he decided to bring it back and yet again let it end it in the middle of nowhere.

There was a time Go Nagai was an artist with great potential, his art was not pretty or polished, but could portray raw emotions with huge impact.
