At the time the change in costume design and format (as slight as it was) annoyed some "purists" and mixed with the usual amounts of hate a new sentai pulls. There were people on this forum who were waiting for the inevitable plot points to surface so they could justify their hatred previously ("See it must have been shit before because they retooled it!")

Note, nobody called out goseiger as a retool when they swapped enemy groups every 13 episodes

Of course it was going to happen. No one is denying that. The debate is over whether or not its timing was a result of a retool. That's like saying that it would have been easier for the Toqgers to suddenly stumble into their hometown about halfway through the show and then spend the rest of the show trying to stop Zedd from reviving the Shadow Line.

They were building up on them training to fight under the conditions of subspace with that bike armor stuff, and soon threw it all away with a bomb that cancelled subspace effects even in the subspace itself, also introducing a new power up right after the new plot arc started that had little to do with the previous build up, in spite of being visually similar. It's clear they were scrambling to change things there.

Production-wise, there's also the opening change - the song that became the 2nd opening was a random song in a Go-Busters cd released at the time that only was revealed to be a new opening when it had already been shipped to stores. and was one week from going on sale. The whole thing doesn't make sense.

Hopefully they won't throw entire plot points and story right at the last 5 episodes like some series do. With Whale to come and ZyoOh Eagle 2, I feel like things will take a big turn. Even the MotW episodes have been shoddy 9/10 times once it got to double digit episodes.
