From what I've seen of how it works, there's three "pins" in the actual belt. Depending on how you insert the core, those pins hit certain parts of the core. You turn the lever, it lights up and sets off a sound based on what pins are pressed. They've put more sounds in smaller things, anon.

It's pretty much a stupid reason, but at least there was one, compared to Rider vs Sentai. The Showa Riders thought that the Heisei Riders were being weighted down by their feelings and attachments and didn't really have the strength to protect others and so wanted to test them in combat.

Well, this is just the reason for the very final battle, beforehand they were talking specifically about the Heisei Riders being too attached to the dead, which is the reason Badan opened a pathway to the surface, but it was all part of a plan. Although after the battle against Badan is over they come up and say that in spite of the plan, the Heisei Riders' attitude and lack of conviction had caused the previous conflict and so they still fight.
