Personally I think a character like Nanai is worse, purely because while Nina does some shitty stuff, those things at least elicit emotion and her character has some kind of hook. Nanai is just there. She'd be a nice person, at least to have on your side, but she's just a dull character. She's not the only such character in Gundam, Noin is another coming to mind, but she was the first to come to mind.

Nina's actions directly lead to Gato murdering multiple battleships and their crew, but that pales in comparison to Quess. Stopping Amuro from capturing/killing Char while they were on Londenion leads to Char continuing the Second Neo Zeon War and thus hundreds of casualties (Luna II base, Londo Bell and Neo Zeon fleets, Amuro and Char) on both sides, at the very least, and would have made Earth uninhabitable if it weren't for Amuro going beyond the time. Her actions also lead to Hathaway starting a rebellion of his own.
